Terror at people-intensive installations and sites – A discussion on how to prepare and respond to hostage crises using civilian defence machinery. |
| Key areas to be covered: |
- Role of civilian police as responders to hostage crises at service-sector and people-intensive installations such as hospitality, healthcare, educational, IT / IteS, BFSI groups and areas of high population density

Disaster Management – A ‘Preparedness and Response’ mechanism for man-made disasters
Disasters are, broadly, of two kinds: natural and man-made. This session brings together a multi-faculty profile addressing the need for a ‘Preparedness and Response’ mechanism for man-made disasters on high-density open sites and mass transit authorities. The panel session will incorporate a profile encompassing policy-makers and first responders from the Govt. of NCT of Delhi; user perspectives brought by representatives from subterranean transit installation agencies and areas of high population density; and civilian, non-policing perspectives.
The panel session will highlight the vulnerabilities created by man-made disasters at areas of high population density as well as subterranean mass transit authorities. The session will address the management of civilian traffic; role of first responders; tactical considerations; pre-rescue and rescue activities; broadly, the role played by individual stakeholders in preparing and responding to disasters.

- How to address a sudden increase in civilian flow in a short time span in a mass transit authority – Traffic flow; entry and egress;

Terrorism – whether indigenously bred or imported – is a very real threat today with its victim ultimately the common man. It affects several aspects of life compelling Governments, private enterprise and institutions to invest heavily in counter-terror efforts. The Government has undertaken a series of measures to avert and circumvent future 26/11-type attacks on Indian soil. The question we ask is whether enough has been done to prevent and effectively deal with future terrorist attacks.
Domain experts will address these issues and bring out what has been done and how well we are prepared in the areas of intelligence; maritime security; effective use and deployment of Special Forces; and in the prevention of Jihadi / Fidayeen-type attacks.
