Export Compliance Solutions, LLC (ECS) and OCR Services, Inc. (OCR) are bringing the 3rd International Defense Trade Conference to New Delhi, India on March 8-9, 2010. Designed to educate foreign industry about U.S. export rules and regulations, the conference provides the essential elements of complying with U.S. regulations governing the export and re-export of U.S. origin items. For national security and foreign policy reasons, the U.S. Government maintains controls on the transfer of hardware, software, and technology, including technical data and technical services. Export Compliance Solutions (ECS) was founded by Suzanne Palmer after 15 years of experience in the State Department followed by hands-on experience interpreting and applying International Traffic in Arms Regulations (ITAR) for the defense and higher education sector. . Prior to founding the company, Ms. Palmer directed the Johns Hopkins University (JHU) Applied Physics Laboratory (APL) Space Department Export compliance program. She also managed 10 Northrop Grumman Electronic Systems (ES) Export Compliance offices during a difficult period as Northrop acquired several different defense companies.. During her tenure at the Department of State, Ms. Palmer served in the Office of Defense Trade Controls (ODTC) as a licensing officer overseeing different commodities in the licensing branch. She also served in the Office of Defense Trade Policy where she contributed to the ITAR USML review, drafted policy papers for the Defense Trade Advisory Group (DTAG) and assisted in the formulation of defense trade policy toward the former Soviet Union. Ms. Palmer is a dynamic team leader and problem solver who has represented Government and industry in delicate security, arms control, nonproliferation and export control negotiations.
